Which GM software package do I need?

     So to get the program and updates to be able to flash the most amount of gm vehicles, without spending $3100 a year, which package is best? Do they all include the software for the J2534?
    And if Im correct, as I saw on a couple other threads, the GM software doesnt work on Windows 10?
